fix(oxd): update grpc libs to conform spanner CE version #640

oxd uses grpc-api 1.23.0 but spanner driver version in 4.5.4 depends on grpc-api v1.54.0. As result we get issues with oxd + spanner.

oxd gets this dependency on old grpc from this library:
