Label "popover" as Baseline Newly available

We consume what is provided by the web-features repo. Currently, they mark baseline as false. Can you make an issue there? Once you do, we'll close this one.

For background, mdn/browser-compat-data recently marked HTMLElement.popover as partially-implemented, due to popovers being undismissable in some circumstances in Safari on iOS. Apparently, this bug has been around since popover shipped in Safari. See:

Based on data by BCD so it's a bit of a Catch-22.

Can you make an issue there?
