Inconsistent Navigation on Privacy Sandbox Dashboard's callout buttons

Describe the bug
On the main Privacy Sandbox panel dashboard, the buttons for "Protected Audience" and "Attribution Reporting" under the "Private Advertising" section do not navigate to their respective documentation pages. Other buttons in the same section, such as "Topics" and "Private Aggregation," function correctly and open the corresponding pages in the tab.

To Reproduce
Steps to reproduce the behavior:

1. Go to the Privacy Sandbox panel dashboard.
2. Locate the "Private Advertising" card.
3. Click on the 'Protected Audience' button.
4. Observe the issue: The page content does not update to show the "Protected Audience" documentation in the tab.
5. Repeat the process by clicking on the 'Attribution Reporting' button and observe the same lack of navigation.

Expected behavior
Clicking on any of the buttons in the dashboard ("Topics", "Protected Audience", "Attribution Reporting", "Private Aggregation") within the "Private Advertising" card should navigate the user to that specific API's documentation page within the current tab.
