[Membership System] Enable "training suggested" #62

There's been a suggestion to add a checkbox for tools where training can be "recommended" but is not mandatory.

Data changes

Change "training required" to be "training available"
Add new checkbox for "training optional"

By default therefore, all things with training will remain as mandatory training.

View changes

If training is available but not required, show a green banner (like the bloody dangerous one) saying training recommended but not required.

Update the view as needed so it's clear people don't need training.
