Create "Timers" section for RFC describing SYN, RTO, and other timers used in SRT. See UDT draft for a reference.

Once this section is written, the description of RTO timer currently done in Congestion Control section can be moved in Timers section with a proper reference.

There is a good description of timers by Maxim in CookBook. See here.
