Missing O- Blood Type for Humans

Description of issue

The O- (O Negative) blood type is not selectable for humans in Character Setup.

Difference between expected and actual behavior

The O- blood type should be selectable.

Steps to reproduce

Open Character Setup, select a Human character, and try to change the character's blood type.
