Server permission system where admins can add user roles and configure their permissions / abilities on the server. See discord roles as reference.

Roles may be stored in the server database. One table for the different roles, and one table with the user IDs bound to one or more roles. The roles each user has may then be queried using SQL joins. Just a thought, no serious thinking involved
