scipy's `setdiag` issue in `test_lm_prior_influence`

If using scipy version 1.13.0 or 1.14.0, the test test_lm_prior_influence fails. The test passes for scipy version 1.12.0. First debugging attempts indicate that the setdiag method used in this test may not work as expected.
