회원 정책에 체크를 했음에도

에러가 발생한 상황

Given , When : 정책에 동의한다.
Then : 계속 동의하지 않은 정책이 반환된다.

✅ 수정한 내용

findUncheckedPolicies 내부 로직 수정
정책과 정책 기록의 연관관계 제거
