Support loading certificates saved with aes256-sha256 in Azure App Service #605

Azure App Services do not currently support certificates saved with aes256-sha256, https://learn.microsoft.com/en-us/answers/questions/1179564/azure-app-service-windows-version. And therefore .NET does not support it on the platform.

The Danish OCES3 certificates can therefore not be loaded in FoxIDs because it is hosted in an Azure App Service.

Workaround:

Import the certificate into a windows machines certificate store and then export the certificate as a .pfx file. As encryption select TribleDES-SHA1.
