Add data overhead for edges (communication links)

This overhead, most likely associated with the protocol, will consist of both a fixed component and, optionally, a component that is a multiplier of the payload. That is: net payload =node payload + fixed + multiplier*node payload. We need a way to store both the fixed and multiplier components inside the edge.
