[SPIKE] Encrypt and decrypt streaming

The original java TSC and the node one both include streaming functionality, but afaik they aren't compatible with each other. They're also not truly streaming on both sides.

Investigate implementing streaming from the design, keeping in mind that it should work for uniffi-generated libraries. Try to accomplish truly streaming encrypt and decrypt, and heavily document anything that comes short of that goal.
