If I understand correctly (as seen in this article), having this as a public docker image would allow this to be used in a simpler way in GitLab CI, and also allow to run this in a simpler way locally (as to upload mods from the command line).

For any number of subjective reasons depending on the project and dev, or even just already having started there and being too much work to switch over, reassign collaborators, etc.
Tbh I was asking this in equal parts for the other thing, being uploading mods by CLI outside of GitHub, as being able to just do "docker run [etc]" on the command line instead of cloning the project and running the appropriate command would be handy.
I'll confess I'm not aware of how much work it would be to upload the image to docker public repos, so it depends on that
