[Feature request] - OKTAVIAN y axis to be limited

Describe the bug
OKTAVIAN Y axis in neutron responses shall be limited to a lower value to have proper representation.

To Reproduce
Steps to reproduce the behavior:

1. Run JADE
2. Post-process

Expected behavior
FIx Y axis lower bound to a reasonable value (i.e. 1E-4/5) or set last value of the experimental data to zero at it is extremely low (i.e., 1E-37).

Issue solved with IAEA-NDS/open-benchmarks#18. To check the post processing again please fetch again from the IAEA open benchmark repo once the pull request is accepted. Thanks @dodu94 for the hint =)
