add OSW from COWVR ingest

the ocean surface winds from COWVR should have a converter for the newly publicly uplifted data with the version 10 EDR

python bindings to IODA

## Acceptance Criteria (Definition of Done)
files can be ingested and the OSW put into a IODA file for JEDI
