JEDI-CI admin merge justification

TLDR: the start-jedi-ci action will be pushed to all jedi-bundle repositories without review using GitHub admin privileges.

We are currently rolling out the updated JEDI-CI GitHub action to all jedi repos, this rollout is tracked in #16. This rollout requires the addition of a new GitHub action definition to each client repository. This addition would require many redundant reviews consuming the time of developers who to review same workflow configuration already reviewed in https://github.com/JCSDA-internal/oops/pull/2966.

This issue will be attached to each integration PR as justification for using admin privileges to merge without further review.
