Support fork pull requests #33
Description
Right now the action runner clones the target during the ecbuild configuration. That will not work for fork pull requests because of the limited credential scope of our runner.
Instead we should use the GitHub action runner to package the target repo (cloned during the action) and then reference the target repo using an ecbuild_bundle( SOURCE block.
