Set up and run cycled 4dvar with HTLM

• Configure the system to run a cycled 4dvar with Pseudomodel
• RUn cycled 4dvar with identity TLM (essentially 3dfgat) for a month
• Run cycled 4dvar with HTLM using ensemble members for a month
• Run cycled 4dvar with HTLM using climatology for a month
• compare the linearization errors and the 4dvar results for the 3 experiments.
