Add sync_level to transfer jobs when restarting (and increase deadline?)

Explicitly add the sync_level optional argument to the transfer_body as shown here: https://docs.globus.org/api/transfer/task_submit/#transfer_specific_fields.

The current timer job has a deadline of 8/27 and it looks like the transfer is not going to finish by then. So this needs to be stopped and restarted.
