Bug in coupled mode: Stokes drift in wetting and drying

Reported and initially investigated by RMED, Juan Castillo. Juan proposed a temporary fix that allows to run the model but may Mike pointed out that it may not be the best approach as it risks violating flux conservation.

Incidentally, CMCC will attempt WWIII coupling to NEMOv5 in their MedSea configuration.

Update: issue still not fixed. NEMO crashes when coupled to WWIII and wetting&drying is activated in both models.
Values of stokes drift sent by wave model to ocean can be large in very shallow points. Capping this before the ocean gets the stokes drift helps but doesn't solve the issue. Wet mask calculated by NEMO did not initially include stokes drift, adding it in the calculation helps but again doesn't solve the crashes.
