Description
- Replace Craig & Banner NEMO wave-breaking scheme by new coupling term from Wave-watch to NEMO
- Add Charnock cap in WaveWatch when running waves: the HEAD of WW3 develop now includes Nieves’s Charnock cap.

Nieves documented this on an NWP Science ticket here:
https://code.metoffice.gov.uk/trac/nwpscience/wiki/ticket/1285/TicketDetails - Revise using ST4 or ST6 for Wavewatch (would enable passing momentum from atmosphere to waves directly), results by Nieves were not showing a large difference between the two, so we decided to stay with ST4+Charnock cap.
