chain(revenue): inflow aggregation for attributed payment accounts

The Tier-A path: revenue measured from our own transfer index, with no trust in the operator's API.

Deliverable

For each entity with category: payment-collector and a netuid link, aggregate inbound transfers per window off the existing transfer index. Price each inflow at its own instant via usd_at_tx (#10431) rather than a window-average rate.

Notes

• Verified feasible during research: the Chutes collector's inflows are visible in /accounts/{ss58}/transfers within minutes of the block.
• Inbound-only. A sweep out of a collector is treasury movement, not negative revenue — that belongs to Epic(data): the subnet money map — owner cut, treasury, and burn-wallet accountability #10440.
• Alpha-denominated inflows are circularity: alpha-denominated, not external revenue.

Acceptance

• Per-window inflow totals per attributed account
• Each inflow priced at its own instant, not a window average
• Outbound excluded; alpha inflows classified, not silently summed
