Experimenter and Crew Chief Shifts don't align #35

The fact Crew Chief and Experimenter shifts don't align (Crew Chief shift starts and ends 1 hour earlier) is a long standing point of friction in the time accounting process. A few possibilities to make this less of a problem:

  1. Make the shifts align.
  2. Add some more band-aids to make it less onerous.

Note: it's recently been suggested to just change the Experimenter timesheets to hide the Experimenter's last hour and show the previous Experimenter shift's hour so the Experimenter timesheet bounds match the Crew Chief's. This is, in reality, forcing Experimenters to change their shift boundaries. Otherwise, they'd have to fill in the last hour of their shift on the next Experimenter's timesheet and the first hour on their timesheet would be filled in by the previous Experimenter. This is no less confusing, and arguably more confusing.
