Parameter file changes for scalers in the counting house.
24d066c 
The CHA 4MHz reference clock was shifted to channel #23 before run 1428.

A temporary set of scaler decoding is used to look at the BMOD signals; these should
shift to the BMOD decoder class in the near future.
