Cange onlineGUI to panguin for plotting

onlineGUI is no longer supported and panguin is used in both Halls A and C now. Minor updates are in progress on panguin to support Hall C style CONFIG maps. Checks on these CONFIGs should be performed. The panguin executable can be linked here, but onlineGUI_V1.2.1 should be removed. Reference documents to panguin should be included, or refer to panguin repo
