Replace or Update UTIL_OL

UTIL_OL has several broken methods. ANGLE/get_coda_photos no longer works. No evio2xml libary, different output event name in coda3.10+

Submodules often confuse new folks triying to get replay scripts running.
Report monitor often doesn't find the correct reports to monitor. REP_MON used to be used to visualize smaller chunks of the report file. There is no way to collect information over time. Maybe report monitor is merged into rcdb functionality?
