Port conflict if Peertube restarts too quick #635

It seems that if Peertube restart too quick, Prosody won't launch.

Chocobozzz gave me some logs to investigate.

Ways to fix:

try 4 or 5 times to start Prosody
store PID in a file, and if process still exists on startup, kill it
