I don't have a MAC so how to build this using Github Action?

You can't.

I work for Ignition though, feel free to use Aesther.net

I only have a iPhone 5S running iOS 12.5.1 when Aesther needs iOS >13 . That's why I need to compile this project. So, now I have a real Macintosh, how to build this project?

The project is very old and requires old dependencies which are no longer available, you can't really compile it anymore, not easily anyway.

I'd suggest changing your wifi DNS settings to Aesther or finding an app which can change it that works on iOS 12
