[automation issue] renable CompatHelper GH Action (disabled on inactivity) #205

Looks like CompatHelper action self-disabled. The automation would generate the PRs to update Project.toml and likely relates to recent issues, e.g.:

Thanks I enabled it again. I am not sure why it was disabled, it said something about no activity for the last 60 days - but I am not sure what counts as an activity.
