asdf-deck plugin

Hello everyone!

I added deck as an asdf plugin asdf-vm/asdf-plugins#509

you can simply add the plugin to asdf using:

asdf plugin add deck

and follow the usually flow with the file .tool-versions to install deck at the required version:

deck 1.8.2
