Feat: Support `kongctl delete -f <declarative-configuration-path>` resource deletion feature

For a given declarative configuration input support the creation and execution of a delete only operation for the given resource set.

* A new plan mode could be added `mode: delete`
* the command could follow the same command line structure as `apply` and `sync` today including the ability to support a plan input
