Grype config file in repository root doesnt take effect

• Grype override config needs an input parameter
• The upstream grype action mentions to place it in the repository root. However grype only picks by default from the HOMEDIR.
• A separate input config file parameter is not yet supported by upstream action

WORKAROUND:

• place a grype config in repo root
• In the CI manually move the config to the runner HOMEDIR
• This should allow default grype command to pick the override without having a explicitly pass the —config flag
