Publish JustyBase in Open Source Model

Probably still non free for big organisations (or somehow "limited" version).. But good enough for most "standard" users.

Phase 1 - free version starting point

• Limit netezza support for Evo version only #326
• due to difficulties in reach dotnet driver probably whole NPS specific code should be written as generic ODBC solution #327
• probably best idea is make superior support for Postgresql/MariaDB/MySQL ? -> Make Postgres support better #297
• add warings about planned changes
• add extensibility by plugin system #330
• change licence to free right now - go to open sourcing won't be as easy as i thought before (many part of code must be refactored)

• code must be separated from the pro version (thera are many conditional compilation block codes ...) - common part can be in library od shared project. More base class can be also used
• licence specific code also must be removed
