Projects module: Dates tab

Is your request related to a problem? Please describe.
No.

Describe the solution you'd like

Rename Commencement Date to Request Initiated.
Rename Notification Date to Request Closed.

Additional context
Columns for these fields should also appear on the Projects tab in the Catalogue module.

As per advice from Bill (2020-09-04), this request has been paused until a new tab for IP is drafted for the Projects module.
