problem with Lookup List levels on Identification tab

Describe the problem
Issue documented by Bill:
ecatalogue -> Identification (1) (QryIde2Tab and AllIde2Tab)
Lookup points at Level 1 of Identified By 1 lookup list, but it should point at Level 2. The eluts has this as 2 levels, and the QryIPaTab (and AllIPaTab) use level 2. Level 1 should be SecDepartment_tab value.

Lookup list should point at Level 1, not 2.

Additional context
The mix-up in Lookup List levels does not cause any issues in the current database, but it can become a problem if left unattended. The Level 1 vales and Level 2 values can drift apart, but haven't yet.
