Partner Filter/View for OrgLIF (StateU LIF) is always empty

Describe the bug
Partner Filter/View for OrgLIF (StateU LIF) is always empty, even when there are partner items associated with the StateU LIF

To Reproduce
Steps to reproduce the behavior:

1. Add an entity from a Partner Model (Org2 LIF) to the OrgLIF (StateU LIF)
2. Click the Partner view under the OrgLIF (StateU LIF)
3. The view is empty, and the added entity does not display

Expected behavior
Any entities or attributes from a Partner Model (Org2 LIF) should show in the partner view under OrgLIF (StateU LIF)
