Options in get_covariance_block should be accessible through config file/dict

At the moment, the arguments of the method get_covariance_block can only be accessed when using the CovarianceBuilder child class directly. It is not possible through the recommended CovarianceCalculator. We should be able to change them through the configuration file/dict.
