Me sirvió lo que hizo el compa Gabriel, en el "package.json" agregue "node-sass": "^8.0.0" y después en la termine ejecute el comando "npm install node-sass", y listo gracias grabriel ❤

Volví a ejecutar el npm install node -sass ya después de esos comandos pero fuera de la carpeta de todo-app

En mi caso usé el CLI de rimraf para eliminar los módulos de node, y elimine el package-lock.json

Primero npm install rimraf -g
Después rimraf node_modules

Por último npm i node-sass@latest

ya con eso quedó instalado.

Puedes probar primero lo siguiente,

en la carpeta de tu proyecto, en la terminal escribes lo siguiente:
npm cache clean --force
npm uninstall node-sass

luego borras la carpeta node_modules con rimraf
rimraf node_modules

borras el archivo package-lock.json

y después instalas el módulo node-sass
npm i node-sass@latest

esté último ya te instalará también los demás paquetes.
Pero por si las dudas escribes lo siguiente

Hola, me parece que tienes la instalación de node-sass corrupta, creo que lo mejor es que sigas el proceso que comente más arriba.

En la parte del esLint es error de lógica en el código.
