dev packages in release

Composer and npm are from after my developer years, but I think I understand the basics (but I could be wrong - only human)

I see in the composer.json file that there are 2 packages only needed for development purpuses. Yet, they are in the release zip.
Normally, before the release you run someting in the lines of the following, and this will remove the dev packages and optimize the autoloader for release.

composer install --no-dev --optimize-autoloader

This slims the release with about 20MB... (phpstan is a big boy :-) )

I see v2.2.0 is the last one with this error. from v2.2.1 this is ok.
