Add tracking of personal days taken by a learner to the phase 4 status page. #316

The story extends the feature added from https://github.com/LearnersGuild/curriculum/issues/315. You should expand that feature to also include tracking if a learner has taken a personal (full or half) day as part of their status update. This data should be tracked in the phase_4_status table as well as logged in the events_log table.

User Stories

  • As a learner, when I report my status at /phases/4/status I should be able to report if I have taken a personal (full or half) day as part of my status update.
  • As a use I should be able to see if a learner has reported taking a personal (full or half) day at /phases/4/status

this issue is being blocked by #315, which has an open pr that I submitted. sorry, thought I mentioned it earlier. or maybe this was here before we talked. either way, I branched off from #315's work and am now working on this one
