redirected to login when already logged in

several people have reported this bug. I am now seeing it only in production when trying to download the /backoffice/users.csv. It's consistently recreateable.

I'm going to add a logger to try and debug this.

to test this just disable to requrireIsAdmin middleware or give your local user account the admin role.

you might also want to disable to data fetch and just render an empty CSV to debug
