I believe that peer review should be a 1 - 10 sliding scale where 1 is Strongly Disagree and 10 is Strongly Agree. The current set up is both ambiguous and not granular. A numerical scale will be more intuitive for the users and give everyone a better sense of what ratings actually mean.
