ci: add multi-platform build workflow with buffer overflow detection test

- Add comprehensive CI/CD for multiple platforms (Ubuntu, macOS, Windows, Fedora, Debian)
- Include specific test for buffer overflow in json_acis_data (Issue #1183)
- Fedora job will detect overflow on unfixed code, pass on fixed code
- This demonstrates the bug exists and validates the fix
