Responsive/mobile design QA pass

Verify and fix layout at common breakpoints (375px, 768px, 1024px) across all pages — particularly the
AccessRequestModal's two-column category grid, RecordsPage tab bar, and Navbar's mobile menu — against the
reference site's responsive behavior. Capture before/after screenshots in the PR description.

Acceptance criteria

• No horizontal overflow at any of the three breakpoints on any page
• Modal category grid degrades to a single column below a defined breakpoint
• Mobile menu behavior verified with a real touch-sized viewport in the PR's test evidence
