See picture, coal is under mine / under city but I don't seem to be getting credit for it:

Does one of those mods change the TechImproveable or TechCityTrade value of Coal?

The problem (specifically) is that an academy and city aren't improving coal (despite the screenshot showing them in green). I'm using EE, and thinking maybe it has something to do with moving Coal to the Manufacturing tech. I'm not sure where to be looking for this setting.

You'll need to ask the mod owner to fix it then.
