Charging State / Battery State

I am using teleframe on an old HP Stream7 "converted" to ubuntu.
As the regular use is a Raspi / without battery the request doesn't fit the main project.

Therefore - is displaying charging state / battery warning something that could be fitted into an add-on?
Its not only extending the backend, but also needs to overlay the screen content.

The state can be queried in a shell with the acpi command.
