Need to expand coverage.

To start off with:

  • VM billing tests
  • VM bandwidth overage actions
  • User suspend/terminate actions
  • Websockify test (create websockify server, create token and connect with websockets client, create fake TCP server, confirm that it works)

Add session tests.
1ecb075 
We test login-related session changes (regeneration, shows logged in from handler) and CSRF protection.

This commit also changes user_test to use t.Fatal instead of t.Error.
