Looter Armor Bug

📋 Description

I was wearing a whole suit of normal protection 10 netherite Armor when I put off the normal chestplate and put on the looter chestplate i was able to use the looter steam flask ability without wearing the whole Armor i was wearing just a looter chestplate and other prot 10 pieces of netherite armor

📑 Reproduction Steps (Optional)

Im not much of a programmer

💡 Expected Behavior

I think players should not be able to use the ability without wearing full armor
