Bump up python version >> python3.8

Python 3.8 is quite outdated but seems to be the version that is installed via apt get python3.

• Check compatibility of mhubio and segdb with newer python versions.
•  Bump python version to python 3.10 or higher.
• Test existing model implementations.
• Report findings.
• Publish new base image with newer python version.

Python has been updated to 3.11 already.
