1 block below the post base is protected #87
Description
The post protection now extends 1 block below where it should.
It seems World.getHighestBlockYAt(Location) has changed again to only count impassable materials.
I have only tested this in Paper, will need to verify this in Spigot before reverting the commit which shifted the protection down a block.
